Delhi Police's North District Special Staff has dismantled an inter-state syndicate that allegedly forged disability certificates to help students claim admissions under the disability quota, police said on Thursday. Nine people have been apprehended and 27 forged certificates recovered so far.
The racket allegedly sold forged Persons with Disabilities (PwD) certificates for Rs 20,000 to Rs 30,000 each, and used them to seek admissions to JBT, B.Tech and other undergraduate courses, including at Delhi University, according to the police statement. Investigators said the accused altered Aadhaar addresses — allegedly using AI tools — to show Uttar Pradesh addresses in Siddharth Nagar, Badaun, Bareilly and Gorakhpur, and then uploaded applications on the Unique Disability ID (UDID) portal.
The case surfaced with the arrest of Lalit Kumar, alias Aditya, 36, a resident of Aligarh living in Faridabad, on August 31. Police recovered 16 PwD certificates issued by government hospitals in Badaun, Bareilly and Siddharth Nagar — covering hearing impairment, locomotor disability and low vision — along with three phones and a laptop. A case was registered at the Maurice Nagar police station.
Subsequent arrests, police said, included Noida education consultant Roshan Kumar on September 1; Kuldeep, a contractual computer operator in the Bareilly chief medical officer's Divyang office, on September 3; Sher Singh Solanki and Dr Laxmi Kant Saxena of the Bareilly disability board; Jai Prakash Shukla, a senior malaria inspector at the Siddharth Nagar Divyang office, on September 10; Adesh Singh of Sitapur on September 12, from whom nine certificates were recovered in Lucknow; and Dhirender Kumar Pandey, a junior assistant at the Deoria chief medical officer's office, on September 18.
Police are searching for another accused, Chandan Singh Yadav of Gorakhpur. Investigators also seized 11 mobile phones, a laptop, a MacBook, a desktop computer, Rs 75,000 in cash and a Mercedes car, the police statement said. The roles of doctors at the government hospitals involved, and of the students in whose names the certificates were issued, are under investigation.
