The Enforcement Directorate (ED) has arrested two alleged members of a trans-national narcotics trafficking syndicate said to be operated by Salim Ismail Dola, described by the agency as a close associate of fugitive underworld don Dawood Ibrahim. The arrests were made by the ED's Mumbai zonal office under Section 19 of the Prevention of Money Laundering Act (PMLA), 2002.
Who was arrested and what they allegedly did
The accused are Pravin alias Nagesh Ramchandra Shinde and Brijesh Kanjibhai Moradiya. According to the ED, the investigation was initiated on the basis of multiple first information reports (FIRs) registered by various Mumbai law enforcement agencies against Dola and others over alleged offences involving the illicit trafficking of narcotic drugs and psychotropic substances.
How the network allegedly worked
The ED says its probe has uncovered a highly organised criminal network allegedly engaged in procuring precursor chemicals, clandestinely manufacturing mephedrone (MD), transporting and distributing narcotics across states, and trafficking drugs internationally. The agency further alleges that proceeds of the trade were collected and layered through hawala channels, and used to acquire movable and immovable assets in the names of associates and other individuals.
The investigation found that Shinde was allegedly involved in the clandestine manufacture of MD and in generating, handling, possessing, using and moving proceeds from the drug's illicit sale, while Moradiya allegedly arranged the procurement and supply of the precursor chemicals used in the manufacture of the drug.
Background
Salim Ismail Dola, 59, was brought back to India from Turkiye in April and arrested by the Narcotics Control Bureau at Delhi airport. Anti-narcotics agencies allege he built an extensive drug network over two decades across the Middle East, Africa and Europe. Earlier this year the ED raided around 20 locations across Maharashtra and Gujarat in connection with the same probe. All allegations in this article are attributed to the ED and remain to be tested in court.
