The move
The Indian rupee surged 94 paise to 95.77 against the US dollar at the open on Monday, strengthening from its previous close of 96.71, after the Reserve Bank of India announced a series of measures aimed at curbing speculative activity and easing pressure on the domestic currency.

The RBI's measures
On Saturday, the central bank barred the rebooking of cancelled rupee-linked foreign exchange derivative contracts, lowered the threshold for forex transactions without underlying exposure, and mandated a 20 per cent cash reserve against certain foreign exchange contracts. It also opened a special window allowing oil marketing companies to purchase dollars directly from the RBI, diverting their demand from the regular foreign exchange market.

The measures are expected to reduce dollar demand in the spot market and limit speculative positions against the rupee, providing near-term support to the currency. However, analysts quoted in the reporting noted that persistent demand for dollars to meet oil import bills, trade payments and capital outflows could continue to weigh on the rupee.

The new rules could also raise hedging costs for importers, as banks pass on the additional cost of maintaining cash reserves against eligible foreign exchange contracts. While lower forward dollar demand from importers could ease forward premiums, tighter liquidity and higher bank funding costs may offset some of that impact.

Context
The rupee has been under sustained pressure in recent weeks from high crude prices, a strong dollar and persistent foreign portfolio outflows. The central bank has in recent days combined market intervention with regulatory tightening — including a special dollar window for oil companies and new limits on forex derivative activity — to defend the currency. Monday's opening move was among the sharpest single-session gains for the rupee in this phase of pressure.
